Iowa DOT Workshop- Directors' Reports

Little did we know 14 months ago our day-to-day lives were about to be turned upside down as we learned to struggle personally and professionally with the impact of COVID-19.  Just as your businesses have tried to charter around these unprecedented times, so has Iowa and the nation’s transportation departments. 

ACEC Iowa has for years hosted a joint conference of the Iowa Department of Transportation and the Federal Highway Administration.  Of course, we had to cancel the event scheduled in the fall of 2020, but our hopes our to bring back the face-to-face event in the fall of 2021. 

But many of our members want to know now what to anticipate in the transportation sector. 

We have put together a virtual conference with speakers from the Iowa DOT and the FHWA to share with our members what we may expect in the coming months.


 About the ACEC-Iowa Transportation and Legislative Update

1:00 p.m. Welcome and Introductions – Justin Scott, ACEC- Iowa

1:10 p.m. Tim Marshall, PE, Division Administrator, FHWA
Mr. Marshall will provide an overview of what to expect out of Washington DC. Regarding reauthorization and appropriations and the recent COVID relief bill which includes federal funding to address shortfalls in state and local revenue.

1:30 p.m. Scott Marler, Director, Iowa DOT and Troy Jerman, Chief Operating Officer Director
Marler became the Iowa DOT Director in February 2020. Little did he know the challenges he was about to face. Director Marler brought 20 years of experience at the Department in traffic operations and highway project development. He will share with us his perspective of the Department and his vision going forward and a look at what he sees as the Departments most pressing challenges and accomplishments.

Troy Jerman, PE, joined the Department just 4 months ago as the Chief Operating Officer after working as a consulting engineer. Prior to working in the private sector Jerman was with the Iowa DOT for 20 years and was the District Engineer in District 4. Jerman and Director Marlan will share with us their perspective on funding and staffing and budgets within the Department

So, with everything the Department has been hit with in 2020, what does it mean going forward? Purcell will share with us the Department’s Five Year Plan “then and now.”

ACEC- Iowa Executive Director will provide an overview of what is happening in the 2021 legislative session and how it impacts the business of engineering.

 Updates and Forecast for FY 22 

An additional session to be held in late April presenting Updates and Forecast for the FY 22 from the Iowa DOT.   The Department’s internal process of setting outside services targets is typically not completed until late April.  By moving this session this time frame, the DOT bureau’s will be better able to provide projections on the level of consultant work they anticipate in FY22. 

The April session will focus on updates in: 

  • Outside services budgeting process
  • Road design
  • Bridges and structures
  • Location and environment
  • Right-of-way
  • Traffic and Safety
  • Construction services
  • Traffic operations  

As soon as the Iowa DOT can provide a date we will send out registration information.  You will need to registered again for this session in April.  The registration fee will be $50.00 per attendee.
